The Canadian Press: Napolitano's comments about Canada's border spark diplomatic kerfuffle

WASHINGTON — A diplomatic skirmish broke out Tuesday over a suggestion from Janet Napolitano, the U.S. homeland security secretary, that terrorists have routinely entered the United States through Canada, including the perpetrators of the Sept. 11 attacks.

"Nonetheless, to the extent that terrorists have come into our country or suspected or known terrorists have entered our country across a border, it's been across the Canadian border. There are real issues there."

When asked if she was talking about the 9-11 perpetrators, Napolitano replied: "Not just those but others as well."

Where exactly in the quote does it say that Napolitano is blaiming Canada?

The Canada/US border is the largest unpoliced border in the world. In addition, we've heard this sort of stuff about border jumpers coming in through Canada for a long time now, regardless of whether or not Napolitano was wrong about the particular 9-11 crew.

It reads like she's stating a fact, not pointing a finger.
