stretch marks on my shoulders

So i've had these for years now, but i've sort of been in a state where i'm curious as to why they are there, but at the same time i never actually went out of my way to find out. I think i remember hearing it has something to do with puberty, but i'm not sure.

There are stretch marks on my shoulders. Why.

I commonly get them whenever I'm carrying something heavy slung around my shoulder, like a gym bag full of laundry etc.

I remember hearing that i should stop working out with weights because of it would make the collar bones pop out or seem more pronounced, does that have any validity to it?

Similarly, i recall my mother telling me to stop working out my arms because of the above, and because she said it was causing the stretch marks on my shoulders. Was she right about that? The stretch marks are on my shoulders, but they are facing forward, they're not on the top of my shoulders or in the back.
