I don't even think you'll be able to find a Nikon D40 or Canon XS for that price though, and those are as entry level as they come.
Not at all impossible really, take a look at Adorama's used equipment section online. I have ordered from there plenty of times, both DSLR and Medium Format.
Here is a Canon XSi used for $399, you could go lower probably piecing a body and lens together yourself. Or you could go down one step to the XT/XTi's instead of the XS/XSi. Pretty minimal difference which you can see here: Snapsort Comparison
Really shouldn't be too hard to find a used D40 for that price either. Here is one on Adorama, just keep in mind you are going to have less Megapixels compared to the Canon XS/XTs. But 6.1 is MORE than plenty unless you are going to be doing large print work.

With patience you can definitely find a good deal.
Adorama, B&H, Amazon are the best places to buy new and used or if you only want used check out www.KEH.com they are great for used gear.
Entry level in that range the Nikon D40 or D3000 are both good choices as well if you like Nikon design over Canon. Quality wise they are both about equal so the main difference you will see is in ergonomics of how the camera feels in your hand.
