And whats up with your clock speed on your 5870? is that just when it idles?

Your CPU is running SEVERELY underclocked.. only 800 mHz!
Did you already try changing some of the BIOS settings? My guess is yes, so you need to change them back right away. When you get back to your starting point I'll guide you through it.
It's not actually underclocked, it's probably just throttled down while idle, like the AMD equivelent of Intel's Speedstep technology. If he started opening shit up you'd see the multiplier rise.
But yes, if you're going to overclock your first step is disabling whatever the feature is that's throttling your processor.
I don't know AMD all that well, not as well as you Olo - I'm an i7 guy but is 0.960V not like, really low on the core voltage @ the CPU?
Nevermind... I guess it's about right I just looked my voltage up and I am @ 1.35625V and overclocked to 4.2GHz.
Hmm, like Olo said you should get everything back to default, reset your BIOS, whole nine yards and then start from there. Most of what I learned in overclocking I learned off of the forums from the maker of my board.
I thought that might be the case, but to be honest I didn't think it would get throttled back so much, much less affect the core/memory speeds on the GPU. (C1E/Speedstep never took more than 1/3 of the overall speed off my own CPU when I had it active)

hmm nvm, when i first started my pc they were higher it seemed.
My 5770 does exactly the same as your card is going (even idles at the same clocks). It speeds up whenever a 3D application is opened (assuming that the application needs the extra clocks).

You need to unlock ATI Overdrive for this to work.
C:\Users\[USERNAME]\AppData\Local\ATI\ACE\Profiles.xml
Open it up on Notepad or w/e, Ctrl+F for want, these are the speeds at which your card will idle/defailt to depending on how much its needed (want_0 = idle, want_2 = in high use).
You may have to change voltages to compensate for higher clocks, although I'm not too sure.
Since you obviously don't know what you're doing, please dont go changing voltages all willy-nilly trying to OC. That's the last thing you wanna be doing.
Turn off speedstep, and your CPU won't downclock while idle. GPUS always downclock in 2D applications, it's a good thing. It'll ramp up when you're doing something that requires it.
fyi: For AMD it is called Cool'n'Quiet. It downclocks your CPU when you're using less than 5% (default settings) to save power. Grab Orthos or OCCT or something and run it to put your CPU @100% load (and to stress test it). You will see your actual clocks that way. Honestly, if you can run Cool'n'Quiet and overclock consider yourself lucky. Most motherboards don't allow it.
Of coarse you can just turn it off now that you know the name.

this is everything i have installed lol.
it's in the bios, read the motherboard manual
didnt find a cool n quiet, but found a GIGABYTE Easy Saver, i turned it off. lol
EDIT: just installed easy tune 6, hopefully this helps
BIOS = X not changing anything or finding anything, read manual for 2nd time too xD

Go to "Advanced BIOS Features" (2-5/pg. 48 in manual) -> "AMD K8 Cool&Quiet control" -> Disabled

Honestly though, if you're having this much trouble I wouldn't advise overclocking. At least until you learn what and where everything is. If something goes wrong you may not know how to fix it.
