How do you notice something like this? took me almost a month to realize my dog bit her tounge in half and now it looks like a snake tounge.
Also unless your dog got out and had some pretty rough sex i have no explanation for this.

My dad noticed, it's fairly large. She's a cockapoo. She hasn't been in heat in... ever but she's never been fixed. It's like a giant fucking bulb of red sticking out of there... like a prolapsed.. you know.
Worst case, she's got a tumor in there and that's what forced the...er...reversal. Good idea to see the vet, soonest.
Is she licking the area constantly? Any urinary issues? Bleeding from the vaginal area?
Also has the dog (even though its old) ever been fixed?
Yeah we just noticed it, no she hasn't been fixed. My mom's on the way back to take her to the vet, fine last night, today... this lol. It's not bleeding just the reddish color of tissue. She seems fine acting normal and all lol.

I think my dog had this once. It may be caused by the gland that gives the dog the ability to 'mark their spot', and it just gets infected/clogged and buldges up like that.
Back... vet said prolapse lol, oh joy. I think my parents are gonna have a tough time spending that kinda $$$ on a dying dog.

The dog really should of been fixed, as it will prevent this with females. And yes, 99.9% its caused due to the dog being in heat, due to its age it sounds more of a temporary complication.
If it really is prolapse, make sure at all costs the dog does not chew or irritate it more. It can go away on its own with time. But due to your dogs age, I'm not really sure.
We went to the vet. The vet wanted us to take her to a specialist like an hour away for surgery etc. And to get x-rays of her chest because she has mammary tumors (had them for years.) I forget why we didn't get her fixed because I was 4 when we got her, lol. My other dog isn't fixed, but that's because my mom and I want to breed her but my dad doesn't lol. And she doesn't even seem to notice it at all, all she does is lay there so we won't have to worry too much about her irritating it.
I'm believe this is same for alots of animal. Like my ex-housemate he likes to feed chameleon. There few times he notice the pets are all very emo, until he had to bring them go to see the vet.
It turn out for the male, they unable to masturbate themselves, which cause the sperm becomes stuck in their penis lmao
