Without knowing the actual specs of your PC, it's pretty impossible to be able to suggest upgrades, however, based on the fact that it is a year old, I'll assume that it's pretty lame. I'd say your best bet is to honestly just build a new PC with some nearly-current components for $550-650 unless you just cannot afford that. I can help you pick out the best value parts for that, but I can't really suggest any upgrades without knowing what you have first ;<
Upgrading your CPU requires me to know both if it's AMD or Intel and what socket it is. Upgrading your GPU really isn't going to make that huge of a difference if the rest of your PC can barely stomach word processing.

If he bought top of the line shit a year ago, it can't be that bad. It's not going to win any medals in XIV or MW2 but it's passable for a LOT.
That said, yeah, you'll go far spending even as little as ~$600 on just revamping the whole thing, and even further if you can bump that up to $1k-$1300.

No it's prolly an average/slightly below average PC from 2 years ago. I mean I could run 3 copies of FFXI just fine... but that's lolffxi. Aion on med/high specs was "ok" as well. If that gives anything to go on. I think it was intel duo core at 1.8ghz. I have no idea what the vid card is, hell i hardly know the vid card on this pc and I ordered it in december.
