I quit ffxi in September 2009 and was wondering w/e would be a good idea to come back with all the changes

Even with how quick you might be leveling up in Abyssea from 75, you have a lot of catching up to do. There's a ton of equipment, abyssites and atmas you're going to have to go for to be a respectable player these days. Even moreso if you reroll.

I'd say if you still have friends in the game who are willing to devote their time to helping you out, go ahead and reactivate/recreate.
Otherwise don't bother.
