    Time warner Throttling connection

    I found this out recently and it worked for me and my friends.

    I've loaded most youtube streams at 1080 without buffering, and though I share.
    Use the IP range posted above and put it in the windows firewall guide below.

    I don't get how to use IP Tables in DD-WRT..any help? Googling didn't help at all.

    Just tried it out and it worked instantly and perfectly. Loaded a test of a 1080p YT vid, not one single second of buffering.

    From the comments it seems like the blame might actually be on the youtube CDN and not necessarily any one ISP, might help those not with Time Warner, too.

    If you're running Win7/8/Vista, you probably have the built-in firewall on without even realizing it.

    Go to the Start Menu and type "Windows Firewall" then click "Windows Firewall and Advanced Security" and follow the instructions in the OP. My firewall was apparently off because I use a different Firewall program, but I turned it on with everything set to "Allow" for this because I'm too lazy to set it up in the other Firewall program.

    Go to your Start menu and type cmd, then right click it and run as admin. Once in there type in:

    Code:
    netsh advfirewall firewall add rule name="SuckItTWC" dir=in action=block remoteip=173.194.55.0/24,206.111.0.0/16 enable=yes
    then hit enter.

    For some reason it wasn't letting me do it through the firewall settings, but doing it directly like this works and tbh is quicker

    Thanks for the Win7 explination, Byrth.

    Make sure you guys are doing both an inbound AND outbound rule. Wasn't working until i did both.

    Nope, I'm running XP SP3 and I know for a fact I'm not running a firewall, Windows or otherwise. I've just been relying on my router for things like that. Since none of these explanations seem to work in XP, I guess I'm screwed. Since I'm not that familiar with the Windows firewall technology, I don't think I could figure it out myself, and I wouldn't want to turn it on just for this even if I was familiar with it anyway. If there's another way to get the same result however, please tell me, as I would really like to know. I'm tired of the crap buffering same as everyone else.
