NPC that looks for a certain piece of gear

I could have sworn there was an NPC that would only talk to you if you were wearing a special piece of gear, but I can't find them. Anyone know what i'm talking about?

The guards in Whitegate for the one ToAU mission and Brygid the Stylist are the ones I remembered off the top of my head.

Brygid in both her incarnations, as well as several missions (and potentially other quests). Outside of that, I'm not sure.
