Even after calling the GM 4 more times and INSISTING she was a dirty cunt, they still wouldn't jail me. Finally I decided to call a GM for the category other, and my question, "I placed an order for 10mil gil an hour ago, where the fuck is it?". Their response:

Maybe I did, what do you see? What I see is someone trying to make the GMs look foolish. But, they aren't playing along and for the most part ignore him while giving him a very long suspention.

so telling a GM "I placed an order for 10 mil but its not here yet" is sufficient to accuse someone of RMT, but getting an entire group of suspected gilsellers to openly admit that they are gilsellers isnt sufficient proof of someone being a gilseller.
