Lower level NIN, 2 questions

Levelling NIN, currently at 47, and I'm wondering about WS potential before Chi and Jin, and Katana upgrades.

1. I've been using Retsu, occasionally To, and they seem to sit around the same range.

Stick with these 2 until Chi and Jin, or does anything else shine?

2. Currently using 2 Yoto+1, which I've heard have a long life span. I see the Sai/+1 at 48, some swear by them, some say stick with Yoto+1, any input? (Parrying capped for a long time thanks to PLD)

Retsu is what i used for the most part, Blade To every once in awhile, but usually only if needed for SC or something. But yeah once u get Chi use that, then Jin, non stop.

Gear set up looks bout best u can this level lol.

If you can afford them at 48 get Sai+1, they're a godsend, can use them all the way to 61.

If your WSs do crappy dmg look at how much return you get on tp and make sur eyou go for acc first before STR. Thats all I can think of.

I started using Sai at 48, and then switched the offhand to Buboso at 50. I kept the Buboso for a very long time...until 70 actually, but you could make reasonable arguments for swapping it out before then. Sai have a few points more base damage than Yoto and do more DoT, so it was a pretty easy decision for me (and the DEF down effect, even with +1s, didn't go off very much for me at all).

I believe I stopped using Sai in the main hand at 61.

I recall Blade: Chi having higher possible damage then retsu, and I used that mostly til Jin. Retsu is of course always nice for the paralyze effect when you may be in a bind, or know that you can close distortion if someone just used the right WS.

1. At that lvl, I used Blade: To, IMO it's better than retsu, damage wise, more constant damage too I might add. Highest I've done was like 600 dmg To.
2. I'd say get Sai, for better dmg, cant really feel the delay difference at that lvl.

I could see using Sai +1, but I dunno about NQ Sai. The Defense Down effect on Yoto+1s are nice, they only have 2 less base dmg than NQ Sai, and 15 less DLY (which is 30 in total for 2 hands). The parrying skill + is and always will be negligable, even if you have capped parry I doubt they'll make a noticeable difference.
