Counter Attack as DRK75

So my brother went out today to try these new update "fixes" and he was counter attacking just as often as I do as a 50 Monk. This happened as DRK75/SAM37, he had Seigan on at the time. No food, no other buffs, no +Counter Equip, no Grips. It has never happened before. Smells like something is broken. Any thoughts?

Edit: He was using Seigan, and it usually happened in short bursts. Like 3-4 counter attacks in a row.
