The quantity of subs only affects the break rate.

(Well, except that the fact that only successful synths can HQ, so higher break rate = less successful synths = less synths that have a chance to HQ. But it doesn't affect the chance that a successful synth will HQ, only the minimum tier, and I don't think you meant to ask the question in such depth)
