speed test done today reports 131 kb/s . Also downloading files I was having ~200kbps and now I'm capping at 15-16kbps.

Any new equipment?
1) Check other computers on your network to see if they're hogging bandwidth somehow
2) Check for spyware/adware that can hog/slow your bandwidth
3) If you have been torrenting hardcore without using encryption of any kind, some ISPs are known to rate limit your bandwidth. Call em up and see if they're doing it; if they admit to it I'd cancel your contract immediately. Wildblue ISP is notoriously shit though, so good luck.

no new equipment. my comp was the only one on at the time i noticed the problem. I cannot "ditch them" only "high speed" available, and it isn't under my name. I'll do a spyware check doubt thats it though. It started right before a large storm, which I think might be the case, but I didn't think it'd take so long to go back to normal. I'll have to wait for the folks to come back from vacation to have someone come out i guess.

searching through my Mom's email account I've discovered a 30 day Usage Cap of 17 gigs. I've exceeded this by a a little. Apparently they email when you reach about 80% of this and my mom doesn't check that account so we didnt know. They cap it til the end of the 30 day period. Shouldn't be too bad for a few days til we rollover to a new 30 day period. Kinda sucks, but I can deal with it. I did download a ton of movies, games, patches and I do use FFXI a bit. Wonder how much it is for more bandwidth, though it isn't too terrible to be capped for a few days I did get used to what it was.
most mmorpgs arent bandwidth intensive when you're playing, the only time they rape you is updates
its latency that effects your connection/lag, not your pipe
still sending and receiving, and calculate that over the course of a few days would add to my usage. not saying it was a large portion, but it does contribute. Honestly it depends on what kind of a 'net user you are. If you just play games (MMO's included; they barely take 1-2KB/s of constant upload/download), surf the web, hit the occasional movie torrent then any half-decent ISP is fine. I like Verizon FiOS myself. A 1-2Mbit line is more than enough to keep myself (and 2 other light computer users in my home) happy. However, if you like hosting 32-player multiplayer servers, download 5 HD movies at a time, ect then you're gonna wanna spring for an ISP that is good with downtime and where you can purchase lots of bandwidth. most companies will reimburse you for downtime (especially system-wide) if you call them and inform them of the problem, and the problem isn't something due to personally owned equipment. SLA is just an insurance policy. Lemme tell ya, a company isn't gonna endanger a $50 per month customer (potentially there for years) for 1.33 a day of downtime. I live in seattle, and last winter before christmas we had a huge storm that knocked out tons of power/cable/phone for people. comcast is my cable, phone and internet provider. they were passing out credits like candy.
The only thing Comcast has ever been pissed about is sending too many emails over clients like outlook. Otherwise, even if it is technically against the tos (supposed to be used for "entertainment" purposes only) they really don't care unless you're asking for large credits.
