Charby window after maint

Can Charby spawn as soon as the servers come up, or do you need to wait 8 hours minimum before he'll spawn?

After servers are back up the window is open. You need to start killing PH so he will pop. When I've camped him he's usually popped after 2-3 PH. I'm 1/3 on him. Twice I camped after a maintenance and there was a GANG of people there...it was ridiculous, but to be expected. The third time was during the early evening and I went down there with a ls mates and a pal helping us, killed PH and got claim with no competition on the 5th kill.

The thing to remember is that Charby's window is ginormous. I got mine after killing placeholders nearly non-stop for 8 hours after a server up. (Repop time on placeholders is more than long enough for eating and bathroom breaks.) So don't be discouraged if it doesn't pop right away.
