Outside Nation items in Past

Simple question, are items that say "outside of nation" or "in nation" controlled work in the past? Still drives me crazy how ToAU areas can't...

I was under the impression they did, i noticed my MP go to 0 when i swapping in my Intruder's Earring.

area has to be subject to conquest, the only exception being dynamis's/limbus's/promyvions

basically if you check /cmap and you don't get a red message: "This area is not subject to conquest" then you're good

Quick answer: No. Just checked with Intruder's with sigil on in Bastok S and Ronfaure S, MP stayed the same in both.
