Question about anchor points for windows

Alright, small question that's been bugging the bell out of me for years. When you mouseover a target, an object, a mob, whatever, it brings up a small window that shows the target, the level, mob type, and then the health bar underneath. Everyone know what I'm talking about?

Good, because I want to know how the hell I can re-locate where that box appears. It's an anchor point of some sort, and I'm not sure how to change it. I want it to appear right near the targeting hand when I mouseover something. Is there a way to change the anchor point for that window?
