PG Web devs: HALP! microsoft visual express 2010 halpppppp

I'm in a "programming for the web" class and the teacher covers so much in this class that it's finally gotten to the point where I can't do an assignment. I have to edit a page to have a dynamic CSS. the only problem is, the book i'm using doesnt have enough in it to hint towards being able to do this and all the examples i'm finding online use old VB tools that no longer work.



its #5 on this list. any advice on this would help greatly.
