Heard about this some months ago when it was being floated as an idea. Luckily it has no chance of being enacted.

The GOP is a complete circus on science now. You essentially have two wings when it comes to scientific debate. One group actively fights against anything that upsets their religious or financial interests. The other sticks their heads in the sand, knowing how ridiculous this all is but being too afraid of upsetting the base to say so publicly.

Meanwhile you have the Republicans "investigating" NOAA/NASA for correcting systematic errors in temperature measurements, turning a completely mundane (and crucial) part of scientific analysis into a mockery. Anyone who does actual scientific work sees how laughable all of this would be if it weren't so dangerous.
