Is there any way to have two programs running on one PC and have the sound coming from different places.
For example, Netflix coming from speakers and vlc out of headphones but headphones user does not hear what's going on in Netflix and vice versa.

If you have multiple audio devices, and the application allows you to select between them, sure. The first part is actually pretty common if you have HDMI audio + onboard or something. The latter is, unfortunately, pretty far from a given. It's not something Windows does on a system level, and most applications don't give you a choice. It's most common for voice chat programs and the like. I do believe VLC will let you switch to a different output though.
There is the Virtual Audio Cable app/driver thing that may work for your purpose as well, but I haven't used it to say.
Actually just tried it and it worked perfectly, I set the system sound to speakers and played Netflix. Then I turned on VLC and set the sound device to headphones. Thanks for the help.
