Technically speaking who benefits is a matter of where they are comparatively at the time. I don't know the exact tax structure of middle earth but I'd imagine the landholders/nobles mostly just paid taxes that they collected from the people so effectively paid 0 on their earnings so they might actually be worse off. And of course the royalty aint paying shit it's all going to them
