As for the "nothing really happens when you complete missions" thing with this game... SE should really fix that. I've played a few other games where actions of players directly effected entire servers.
Unlocking a new race (not applicable to FFXI)
Unlocking a new job or "class": That they could do. Let the new job quest be unlocked when an LS completes a special event, award a special item or title to that LS. However, the job quests are then available to everyone.
Widespread events due to player actions: Landscape of an area changing due to an LS defeating some mob.
I dunno. The player actions in this game aren't far reaching. Not by a long shot. Sure... we get outposts. Those weren't always there. There was a time when the only method of getting anywhere was teleport spells and airships. Yeah, the warp taru gets stolen and returned in 10 minutes.
The only player event I remember having an effect on the server was a Christmas(?) event they had with the six treants roaming the newbie zones. Upon defeating all of them, outposts were unlocked for the server.
That's one scenario in all the years this game has been out.
Hell, they could have an event where you assist in building a new outpost-type thing (say... in Aht Urghan areas). You have to defend the construction from mobs, help supply items, etc. (That idea is blatantly ripped from another game btw )
