Can any of the jobs that can wear Hecatomb reach the gear haste cap, and if so, is the Slow % simply subtracted from your Haste % such that, say, if you were 8% above gear haste cap (potentially), a Slow+8% would have no effect?
A Brd/Drg is pretty much as much haste as you can get.

30%, which is 5% over. You can't possibly stay above cap on this, but feet would be 3% below cap, and hands would be 4 below cap.
Legs themselves give 12% slow. On ninja, its an easy decision to give up 15 attack for 3% haste when you hit 72, I don't see anyone adding 12% slow for 20 attack and seeing anything good come from it, especially when there is fairly cheap 2% haste legs or extremely cheap acc legs available on thf.
I'm not a thief at all. Was just wondering if its better for thiefs to tp in ranperre harness then WS in hectacomb, or is DH better for TP? Just wondering if haste builds would outweigh it like for other jobs.
Generally haste beats everything in meritpo situations (esp if you stack on lots and lots of haste). The Haste buffs you get from bards & rdms or whms boost the damage increase you get from +haste gear.
For solo it works out very roughly that:
2 atk = 1 acc
5 atk = 1% haste.
So, going to a common argument: for solo dusk gloves & O kote are a toss-up, for meritpo situations, dusk gloves are clearly better.
Of course the more haste you have the better it gets.
The real trick is to manage to get to 20+% haste while still eating meat and exceeding 80% accuracy.
