I haven't been bothered to go out and see them, but appearently they're wicked fast and all the botters have fled the area lol.

On Midgar, the first few hours after the servers came back up, people were camping the Bounty Hunter spawns to kill them.

I fished a little bit in N Qufim after dynamis last night, there are 2 bounty hunters that constantly run back and forth along the coast there, they seem to have split the coast into two distinct zones, so one patrols 50% of the bank, the other patrols the other 50%.
They do indeed move VERY fast. They also only stop for brief periods of time. They complete their patrols fast enough so I don't think someone who they aggro could successfully pull up a single fish before being attacked.
As for why they're effective, they seem to have nearly instant respawn. That is, someone killed one, and it respawned almost right away. E.g. even if the fishbots had a gaurd that gaurd would have to be constantly fighting the goblins to protect the fishbots.
That said, if they give xp, I'm gonna be leveling my blu off them from when I can solo them until they stop giving me xp. That is, when I get around to doing something other than fishing, dynamis, limbus, and assault.
Are they considered NMs?
Soemone should check and see if they have a Rage timer!
Someone reported they con as IT to a level 27, so that's a no.

These are annoying, check DC as DRK19 @ Secret Beach, can solo 1 easily, but you get 3 on you very very fast.
Quite an annoyance to a legit exp party.
I was afraid SE might screw it up by placing a rare or expensive drop on those goblins, but it looks like they did a good job.
If the fishbotters use a guard, the guard would simply have to get hate, then hold the mob w/o doing damage. This is assuming they are the same lvl as the mobs in the area; if so I'm sure a 75 could just hold it for an infinite amt of time. SE would probably have people watching for this though.
Also, if the bounty hunters are all the same level range and there are enough there, that might make a pretty good exp camp. A friend said Battalia Downs had ~5 of the roaming the cliffs; 5 mobs with an almost instant repop time (or even 2 would be fine with the repop timers) sounds tempting. That one I'm not sure what SE could do about.
Apparently they were made specifically for killing fish botters. They travel in groups of 2-3 .. run at flee speed and wont aggro you unless your A) A normal aggroable lvl and B) get EXTEREMELY close to their beach ... territorial for fish botters I guess
