question regarding fan festival movie submissions

just a quick question regarding the upcoming movie contest,

i was wondering whether movies made using a combination of in game shots together with stills/recordings from AltanaView would be acceptable?

anyone hazard a guess?

And a second question, from reading the rules, it appears as if anyone in the world can enter the competition, the blurb at the beginning is only meaning that only US citizens can be awarded a prize? correct or no?

The top vids from last year's Fanfest were all in game captures using Fraps but you could probably use anything as long as it's in video form.
