Campaign 'Bar'

I'll ask here since I figure if I asked in advanced you'd lop off my head but...

What are the little bars on the Campaign map? When you hover over a location, there is a very small... I guess I'd describe it as a 'health' bar, just above it. Sometimes it's completely full, sometimes it isn't. What the heck is it for?

A lot of people have asked this question and to the best of my knowledge no one knows for sure what it means.

The best hypothesis I have is its the likelyhood of it being staged for a Battle

I've seen the Fortifications, Supplies, Enemy/Alliance control fluctuate and have no noticable effect on the 'hover bar'

It slowly fills up after tally, never going down. I have no clue what it does/means other then that.

Really? I'm suprised no one knows. If anything, that'd be something I'd ask SE instead of the same old 'lol how 2 beat AV' or 'how duz TH werk'

Maybe it has something to do with the Morale of person in control of the area? Who knows, doubt we will ever truly know. :/

Isn't it amazing that such a simple thing can be in place and SE never even attempts to explain what it's for. It's even worse than that however. Practically all of campaign is left to the players to magically infer how things interrelate. Really speaks volumes.
