Mission access from previous nations?

Hey guys, just a quick question on mission access to missions I have completed in previous nations.

I completed the rank1-10 of sandy a bit ago, and moved back to other nations. However, a friend requested help with sandy rank 9-2 fight. The notes state that only people that have done the fight or have the quest logged can enter. Do I need to switch back to sandy to do this? Or can I enter simply because I have already completed it?

This is correct. I'm rank 10 in all nations and currently allied with Bastok, and I've helped people in Sandy and Windy.
