I've been away from the game for about a year now, except salvage last few months and the threads in strates etc didnt answer my question.

Basicaly how do you trigger this, is it a quest etc?

I see you have to farm NM's, besides that, whats involved, any info is much appreciated.

You trade the triggers to an NPC of your home nation to get the item to enter the bc. Info here
