So I was thinking of changing my name to something shorter for a long time. And last month it just popped back into my head when my credit card expired and I got a new one. I tried to log in and it told me I do not have a content ID, so I went into POL, put in my new cc info and reactivated all my ID's. Is this enough to free up your name to make another char with the same name?

Ive heard a lot of conflicting reports of exactly how to do it, another option I heard was to delete your character and reactivate it, but ive already used my one-time item restore and I dont want to lose anything. Has anyone done a name change without a server transfer that has any input?

or server hop, make a mule with the same name and then server hop back.

You can delete your character and use the "return to vana diel" campaign. As far as I know there aren't any restrictions on the number of times it can be used...check their website I guess.

I had a friend who changed his name by deleting his character, having someone else make a mule with his old character name, and then requesting for his character to be restored. Got his character back (with everything intact of course), and with a new name. No need to change servers.

A friend of mine deleted her character a month or so ago, then waited a couple days for the deleted character to show up in the return to vanadiel campaign. She then created a new character with the same name, and had her main restored. Then she just changed the name.

Was easy enough, but it takes a couple days for it to show up once it has been deleted.

Make a character on another server and name it your character's name then world transfer to that world and you'll be prompted to change yoru name. If you want to remain on your own server you'll have to do what i said above, then redo it to your home server in 3 months.
