Marksmanship: Rapid Shot Issue

I've been playing Ranger for close to a year now, and for about the last 3 months I've noticed that Rapid shot no longer appears to be working for my Crossbow or Gun. Same thing on Cor. Any time I'm using a gun or crossbow, there are no instant shots being fired. At LS events almost all of the other rangers use bows, and I notice that they get a decent number of Rapid shots proc'ing, aka, they'll fire instantly about 10% of the time, maybe a little more. But every time I hit that ranged attack macro, it's a full 6 seconds to fire that gun, every damn time.

Is anyone else having this problem?

I'm not having that problem on my Corsair. You probably just don't notice the rapid shots going off.
