I'd call the backlash a result of people trying to force things too soon. Yeah, getting to 399 in a craft isn't all that hard, but if a small fraction of your server's population is over 45, then it's kind of your server's fault. Sure, farmers will always hold the power over crafters in this game, legit or not, but it's all the impatient fuckwits that've let things get out of hand. Even if you're conservative on material costs, it only takes one undercutter to screw you.
Only way I can see a crafter reasonably taking on their test is if their legion is also of level and they collectively contribute fluxes they find to one another. The stupid rich dudes that seem to HQ everything aren't the norm, but there's also a whole lot of overvaluing and undervaluing gear to go around to perpetuate the mess.
