The part of the interview about specs was talking about what they have to plan for, not what will be required upon release.
Looking back at how FFXI aged, they want to think and plan 5-10 years into the future and consider what technology is going to be available. The idea is to make FFXIV scale much better over time.
In 5 years we'll probably be past Core 2 Duo's and quad cores or whatever will be the standard. At that time, a Core 2 Duo will be junk compared to what's out, so if they only program based on the current "best" they're just asking for another round of "limitations" to frustrate players and programmers. FFXIV needs to be flexible enough to support the next generation of machines.
It doesn't mean it won't run on your current setup.
Also, yes, this is an old interview, the content in the link was posted Oct. 1st.
