So i'm trying to download a 750mb game on the Vita. I'm about 30 minutes in and it's about 1/3 of the way done. Is there something on my router causing this? I know my PS3 was slow as shit as well on wifi but once i hard wired it, was running great.

Could try changing the wireless frequency of the router and see if that helps?
Also, under the Vita's Settings app you can do a network test there to see what it's receiving up/down, in the offchance PSN is just being shit-slow for whatever reason.
12.5 down 4.5 up
Is there any ports that may need to be unblocked for PSN?

Those are the ports (at least for NA users), but if you're already connecting to PSN, I don't think forwarding those would make any difference on download rates. Last resort would be to just download the Vita games on the PS3 and transfer them over.
Sony likes to use shit wireless cards in their gaming devices sadly
Yeah i download on my PS3 then transfer to my vita
