440 was pre-strike resist, 500-550 is now the new fad for some, but I personally sit around 475-500
0-440: 10 crit = 1%
440-540: 10 crit = .5%
540+: IDK
If your target has any strike resist, it's subtracts from your crit by the same amount when attacking that target. Example, you have 440 crit and target has 50 strike resist, you will crit them as if you have 390 crit. That subtraction takes place before the crit rate is calculated, meaning if you have 490 crit and the target has 50 resist, you'll attack as if you have 440.
I don't think PVE targets will have any strike resist (could be wrong), but PVP you'll probably encounter a little bit now. I switched my main to cleric in 2.0, though, so I wouldn't be able to give very good advice for how much is best to go for... I just know the mechanics lol
I was told by a ranger friend that the crit hard cap is 770. All of the rangers I know run over 600 for PVP and around 500 for PVE.
<440 10 crit=1%
>440 20 crit = 1%
>600 50 crit = 1%
at least, from memory.
