As best I can recall, in XI pushing those keys in 3rd-person view would result in a clockwise circle-strafe. But I haven't played XI in 3 years, so I'd like a confirmation.

If you mean run left + turn camera right, it made you run in circles, not strafe. Only way to strafe in the game is to be target locked onto something and run left/right around it.
Fun Fact: Strafing around enemies ignores any -MovementSpeed you got on you.
There is definitely a strafe button in the game (it's X/Cancel on PS2 controller, Shift on KB) which changes Num4/Num6 into strafe left/strafe right, respectively (in 1st person view, at least). As I recall, I also had Num1 and Num3 specifically mapped to strafe left and strafe right (I know for sure I had that in XIV 1.0, but not positive about XI). And "running in circles" is what I meant by "circle-strafe".
To clarify, though, I was not talking about using camera controls, just the strafe left + turn right combo.
This is correct. Shift makes you strafe on PC.
I can't precisely answer your question yet, as I don't have time to log in right now. However, given how your character responds to camera realignment during movement, I do not know why this would not do what you are asking.
I don't know about your setups, but on my keyboard, shift only makes you strafe when in first person view, where camera alignment doesn't affect movement.
That's not correct. Compact also includes it. It's the keyboard configuration I've been using since the game came out, as I'm an old school FPS player, so it was either WASD or bust for me. As far as I'm aware, the FFXI manual's keyboard shortcuts doesn't list it for either configuration, but nonetheless, the function has been in-game since launch.

So I'm guessing that Num1/Num3 cannot be mapped to Strafe Left/Strafe Right in XI, then?
There's no Strafe Left or Strafe Right commands, no.
I should have clarified by saying compact2 for third-person strafing with shift. First-person, all of them strafe with shift.
