Republicans held a last-minute special session Thursday and moved bills that would, among other things, require the governor’s Cabinet appointments to be approved by the state Senate and effectively give Republicans control of the Board of Elections during election years. Other bills appeared to limit Democrats’ influence in the courts, like making North Carolina just one of several states that holds partisan elections for its state Supreme Court justices.

Beleaguered Gov. Pat McCrory (R) is still in charge for a few more weeks and could sign the bills into law on his way out the door, though he hasn't said whether he will. Which means all Democrats can do is watch.

SB 4 proposes that any appeals to legislation move through the Republican-dominated state Court of Appeals before going to the now Democratic-leaning state Supreme Court. Any Supreme Court and Court of Appeals candidates would also have to declare a political party affiliation during elections.

HB 17 would require any of Cooper’s Cabinet picks to be approved by the Republican-dominated state Senate. It would also prevent Cooper from appointing any members to the University of North Carolina Board of Trustees and the state Board of Education.

Allow a Democrat to chair the State Board of Elections in odd-numbered years—when there are typically no elections—and allow a Republican to chair the board in even-numbered years—when state and federal elections are normally held.

Confirm McCrory’s closest ally, state budget director Andrew Heath, to a superior court judgeship.

Require Senate confirmation of Cooper’s Cabinet appointments. McCrory’s appointments did not require Senate approval.

Reduce the number of state employees who serve at the pleasure of the governor. When McCrory took office, Republicans increased this number from 500 to 1,500. They now propose reducing it to 300.

If passed, these measures would have far-reaching effects on the state, significantly curtailing judicial independence, loosening environmental standards, diminishing the quality of public education, and preserving unlawful voter suppression laws. However, the public was not able to witness the debate over this de facto legislative coup on Thursday afternoon after the Assembly decided to close the House and Senate galleries and arrest a group of protesters, as well as a reporter.

Honest to god what worries me most about this is thinking about how the progression of this will occur. It'll get gummed up in the courts meanwhile republican legislature won't work with the new democratic governor. So republicans will hammer on the whole "Govt is inefficient train" meanwhile they get two free years of shenanigans while those laws get reviewed and kicked all the way up to the supreme court.

By the Trump will have gotten at least one pick to return the supreme court back to a 5-4 conservative majority wherein these laws will likely be ruled constitutional therefore further negating the power of the governor's position.

Which will in effect limit what cooper can do and in 2019-2020 the whole force of the republican party will come for cooper's seat.
