It is still restorable, but only by admins. The delete reason was Author Request, which was him of course.
As ostensibly "community" as that guide was, he had something like 99% of the edits and it looks like all of the edits of consequence. If this was in his user space instead of declared a community guide, I would fully support his right to delete it. It being a "'community guide" pushes back the other way, but the fact that he deleted like 300 bytes of community contributions along with his 1.5MB means it was not in practice a community guide.
