As much as I'd like to agree, I'm almost certain your thf's pull in dynamis. With the exception of xarcabard, this give thf's various advantages, since all dynamis mobs move at standard speed.

Are you of the same nation as your aketon in the proper city? Right now I'm Rank 7 Windurst, but I'm also Rank 10 San d'Oria w/Aketon, so if I go to San d'Oria right now, wear the aketon, the affect doesn't work.

wtf really? I used to wear my aketon(bastok) and nin af and i would surely enough be running with both speeds stacked. They prob nerfed it (i sold my aketon a long time ago.)

They used to stack for me (this was when they first came out) when i was leveling goldsmithing/running to and from the shop. But I guess they changed it.
