You have to be a little ways along in the storyline before they sell it, though. I think once you get to Archades maybe? If not, then a little before that. I kept checking and it wasn't available for a long time. ;(

I got it way before I was in Archades. I'd say right around the time I could go to Mt. Bur-Omisace I think I could get it.

There's 2 shops on every leisure airship, so make sure you check them both.
