Phi Necklace

Either I fail at search or nobody has posted anything about this thing, which was added in the last update, and is the first +3hmp for the neck slot:

Any ideas how you get it? Since the stats indicate salvage-only effects, I wonder if you get it in salvage; though I don't think that salvage was changed in the last update, and to my knowledge this sort of thing doesn't drop in salvage. Nyzul Isle might be a better fit, but then the salvage-only effects make that seem odd.

Based on the stats, I will take a wild guess and say one of the 5 new assault (tier 8).
Both ring with +5stats and "salvage latent" were appraised from "??? ring" in the new assault
