Disappearing .exe & .dlls

So, on my main computer I can't seem to get certain files to install, I will download them, try to extract them, and they will totally disappear. I try running them from the .zip and I'll get the message:

"Cannot execute: "blahbllahblah.exe"

Now, I know these programs work, for example, Cheat engine, my version and the default version to make sure it wasn't an error on my part. I have it installed on my main PC but when I wanted to put it on my laptop, it would give me these errors. It also appears to be happening with WPE pro.

Sorry if that's a shitty description. Anyone know why this is happening?
