Noob Question about NM's lol

When a Maintenance is over do NM's who are usually popped through placeholders have a 100% chance to be up already? This is what I get for not camping NM's in years and deciding ill try to quest a Brown belt.

Certainly no where near 100%. It's possible for NMs to be up after maint but most force pop NMs still have to be popped.

I'm pretty sure that's incorrect.

After my own experiences, I've only seen PHs be up, and not NMs that pop by killing said placeholders.

Stuff like Shadows in Fei'Yin was never up when you logged in, but usually pops at the first round of PHs, just like kings cant pop in their HQ form after a maintenance as well.

That's how I always thought it was anyway, feel free to correct me.

Only 1 data point, but after the previous server reset, we went to pop Ose... killed the placeholder, and he popped 15 minutes later.

I've seen Voluptuous Vivian up running to DA for maintenance faf... not sure if anyone killed the first PH or not.
