    Caster has no impact on pro/shell (except shellraV merits). casting on target too low will reduce duration (ie, your level74 ppl in pt will lose buffs about 5 mins earlier than everyone else.

    Caster can have 0 enhancing skill technically and there is no difference in duration or effect.
