Hobgoblin Blagger and air tanks

Has anyone ever gotten air tanks to drop from either the one in the "hallway" on the way to the higher level mobs or the one that hangs out around the WHM? My BF and I have been cycling through them and have never gotten any from those two, but three from the one at the bottom of the hill (that can spawn as a DRK or a THF) in a relatively few number of kills. I came once on my own killing only the one in the tunnel for hours with no drop at all (TH4 in both cases). Can anyone confirm that they drop from ANY blagger in the zone? In Bibiki Bay obviously. Wiki doesn't specify either way.

They do. Droprates are droprates, your mileage may vary.

In two trips over the past week I'm roughly 0/50 on the two you mentioned, no TH.

I've gotten Air Tanks to drop from both the hallway one and the one by the WHM on multiple occasions, even without TH (solo on BST/WHM or /NIN). I haven't tried farming one for like a year so they may have changed the drops since then.

Only time I've ever gotten the tanks to drop without THF was on Windsday.

Ya I have gotten it to drop from the one in the hallway which is the only one I could solo as Summoner at the time. Drop rate can range from 1/1 to 1/100+ it all depends on your luck.
