Help, PC problem.

Hello, first of all, please bear with my poor way of sending my idea to you guys.. language barrier. :\

Ok, I got a problem, the borders on all my windows. (Basically all windows like "documents" "msn" "pictures" "blah blah", doesnt happen on ffxi though) are flashing and it wont let me target stuff for a long time, it will be targeted for like... 1 whole second and go untargeted. When I try to edit names it just goes to the edit mode and like a sec after it resets itself.

Also... I cannot use the alt tab function because it just stops on a random page at a random time.
