Making gifs and editing videos

I want a program that lets me cut up videos and another program so I can make gifs out of them. The program has not not slow down my computer a bunch since it's old and is free to dl.

You can make Gifs with photoshop, and don't worry. It'll slow down your computer plenty

I'm running out of HD space so I really just want to cut videos that I have kept around because they have a good fight scene up so only the fight scene remains of the video. Ie. Delete the first half of the movie, or delete all the boring scenes so the video is just 10 mins of fighting. If I can do that easily the Gif making isn't all that important but would still be good.
