Free weights = More Range of motion = Better workout, imo
If you're really wanting to tone and not build muscle then you want to do higher reps and not push yourself to higher weights. I've never used bands though so someone who does may sideline me with how amazing they are.
Both. You get the range of motion and better work on stabilizer muscles with free weights, but you'll get better isolation work outs with cable/resistance based.
Plus this gives you more exercises to work with, so you can mix it up and increase muscle shock.

I personally hate the word "toning" because it makes me think of all the bullshit "spot-burning" myth fat reduction crap. You can build muscle in specific areas, or lose fat overall, or both.
For my two cents, I'd go with free weights to build muscle. If you have fat on your arms you want to lose, your choice of free weights vs. resistance is irrelevant.

Pretty good tips, I was going to make a thread like this about the whole upper body but the OP beat me to it. Got anything on toning pecs and upper abs? I'm having trouble with those 2 areas.
benchpress and pushups if you aren't fat, run, swim or ride a bike if you are, crunches, situps or legraises for abs, again, if you're fat, do cardio. diet and load up on protein, I drink 2 glasses of whey protein per day
Protein is nice but generally over rated, especially if you are just going for tone and already have muscles. Weight loss is really the key to being tone.
