XP Machine on a domain

I have a somewhat weird situation. I have a client with offices in the US and Belgium(HQ is in Belgium). They sent me a new(new to the US site) machine which I need to deploy to a user. It came with a french keyboard and the language settings were set to french. I changed those so that I could use a english keyboard no problem. After I joined the computer to the domain I have an issue. When I come to the log in prompt(ctrl+alt+del) it is requiring me to use a french keyboard layout. Any idea how to change this? I have changed it the default settings are English for local and domain admins but that doesn't help. Also after I am logged in, the layout changes back to English and I can work no problem.

In regional Language make sure that everything is set to US or english canada (not just keyboard language) also make sure the keyboard is default to english

Try removing it from the domain and joining it again, they tend to retain settings from when you joined them.
