Maybe Gotham police are environment friendly? Seems Blimps are more Cost effective than Helicopters. And they look cooler when they get shot down by bad guys.

Bruce Wayne made/funded the batmobile, not Gotham City; the city being your average metropolis is prone to not giving nearly enough money to its police force to do their job properly to begin with, let alone giving them fancy toys like batmobiles (policemobiles?).
Zeppelins are awesome anyway.
