Need some help with FPS and game settings

First off let me post all my specs for my PC:
    OS : Windows 7 64-Bit Ultimate
    Processor: Intel® Core™ i7 CPU 975 @ 3.33GHz 3.33GHz
    Ram: 12gigs
Video card: Dual Nvidia GeForce GTX 295, Driver version:8.17.12.6089 (Running in SLI)

These are the settings I'm running for the game:
    Display mode: Windowed
    Window size: 1920x1200
    Multisampling: No AA
    Buffer Size: Resolution
    Shadow detail: Standard
    Ambient Occlusion: off
    Depth of field: off
    Disable cutscene effects: off
    Hardware mouse: on
    Texture Quality: High
    Texture filtering: Highest

I'd love to be able to turn the settings up and get the same FPS I get with those settings but the game is so choppy and the FPS dip way down if I pan the camera to the left and right at all. When I run the game without SLI I get a constant 35-40 FPS no matter what I'm doing in game with the settings I posted above. I check EVGA and my GPU 3 runs at about 98%. When I turn SLI on I can get 60 FPS but again when I pan the camera my FPS go way down and if I go next to a node I get around 15 FPS. I checked EVGA while in SLI mode and all 4 GPU's run at about 65%. Is there something I'm missing or a setting or driver that can correct this problem or and I just stuck using lower setting to get a constant decent FPS in the game?

Something isnt right on your system, I have a rig with i7 920 and single 295 and it handles without jerking. If it is panning then lower your textures. Are you testing in town or out of town? Also, I dont expect 14 to get much of a benefit from 4 gpu over 2 (SE didnt seem to do any optimizations for sli) so maybe you should try it with just one card (sli still has to be enabled).

    my system:

    Core i7 920 clocked at 3.2
    6 GB DDR3 1600 RAM
    2 GTX470 in SLI

I have very similar settings to you but AA is maxed but Depth of Field on. I get no lag and never drop below 25FPS (in town next to the repair NPC even) I get no stuttering... I am usually 40-60 FPS at all times. What Video Driver are you using? try to configure your SLI profile further.... I have my posting somewhere and let me tell you it's wondrous.

You might want to try lowering your resolution and compensating with higher AA. It could even look better that way.
